Vessel sustained damage to the port bow bumper while underway, due to striking another vessel. Conduct an assessment of damage through a comprehensive damage survey by a qualified individual. Marine inspectors observed a hole in the port fire hose, noted significant leaking of the fire pump, and were unable to verify water pressure of the pump. Verify the items noted with the TPO and provide a report to the satisfaction of the attending marine inspector prior to movement.

Except as provided in paragraphs (d)(2) through (4) of this section, each towing vessel must carry the survival craft specified in Table 141.305 of this section, as appropriate for the towing vessel, in an aggregate capacity to accommodate the total number of individuals onboard. Equipment requirements are based on the area in which a towing vessel is operating, not the route for which it is certificated. However, the towing vessel must be equipped per the requirements of its certificated route at the time of certification. A life float required for operation in the certificated route was not on board the vessel during the inspection. Provide a TPO report attesting to the satisfactory installation and readiness of the required life float prior to operation in such areas where it is required, to the satisfaction of the attending marine inspector. Vessel is route restricted to Rivers until cleared by the marine inspector.
