The condition of the ship shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. Vessel sustained damage during mooring operations, colliding with a towing vessel. Damage located on starboard quarter and rudder, just above the waterline. 74 SOLAS (14) I/11(a) - 17 a/c
