Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of person onboard under normal and emergency conditions. Vessel was found to have a failure of one of the vessels Z drives due to an allision which caused a loss of steering and rendered the Z drive inoperable. Rectify Prior to Movement, to the satisfaction of the Coast Guard or TPO.
