A tankship also defined as (oceangoing non-self propelled vessel)in 46 CFR 153.01(b), IAW the stated cites must have two toxic/flammable vapor detectors, at least one of which must be portable, each able to measure vapor concentrations in the range of the time weighted average (TWA) for the cargo. The portable detector may be a direct reading detector tube instrument. If a fixed system is installed at least one portable must be provided. Additionally, vessel must provide a timeline for recalibration of the fixed system or a plan for its removal, and vessel must provide proof that the portable meters on board are capable of detecting toxic/flammable vapors for the cargoes carried. Vessel is restricted from carrying cargoes listed in the vessels CAA and COF that require the toxic/flammable vapor detectors. The above requirement should be rectified no later than 31JAN25 or the CAA and COF will be amended.

On all tank vessels, the construction or conversion of which is started on or after November 10, 1936, the cargo pumps shall be designed and installed to minimize the danger of sparking. Special care shall be exercised in the design of packing spaces in order to secure ample depth and accessibility of glands. Where cargo pump shafts pierce gastight bulkheads, stuffing boxes with readily accessible gastight glands shall be provided.
