Each towing vessel must be maintained and operated so as to minimize fire hazards. There are excessive oil coatings and oil leaks throughout the machinery spaces. Most notably generator windings and air inlets. Also noted stbd engine high pressure fuel line mounting brackets are loose creating a dangerous situation. Thoroughly clean machinery spaces and tighten fuel line brackets prior to operation to satisfaction of attending MI.

Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel reported loss of propulsion. Both main diesel engines shut down. Vessel is allowed to be towed from Paducah to MM172 UMR and remain there until repairs are completed and tested to the satisfaction of TPO/CG.
