A vessel must be operated in accordance with applicable laws and regulations and in such manner as to afford protection against hazards to life, property, and environment. Vessel reported to this office that she touched bottom when pushing a petroleum barge ahead in the East River. This office must receive a report from ABS attesting to the seaworthiness of the hull via divers prior to engaging in commercial towing operations.
