Any tank vessel which is equipped with an internal combustion engine driven cargo pump on the weather deck shall be provided with a minimum of one remote manual shutdown station....The remote quick acting manual shutdown shall be installed on the engine so as to provide a quick and effective means of stopping the engine. The Port and STBD cargo pumps did not secure during activation of the emergency shut downs. 46 CFR 32.50-35
