The owner or managing operator of the towing vessel must make a request for an amended COI to the cognizant OCMI any time there is a change in the character of the vessel or its route, equipment, ownership, operation, or similar factors specified in its current COI. The owner, managing operator, master, or officer in charge of a navigation al watch of a towing vessel must ensure the following: the strength of each component used for securing the towing vessel to the tow and for making up the tow is adequate for its intended service. A record of the type, size, and service of each towline, face wire, and spring line, used to make the towing vessel fast to her tow, must be available to the Coast Guard for review. The following minimum information is required in the record: the dates when examinations where performed, the identification of each item of towing g ear examined, and the name(s) of the persons conducting the examination(s). The only available documentation for the tow wire available at time of inspection is a mill test certificate with a hand written note indicating that it was new on 10/24/2018. There is no further time or mileage based inspection records for the tow wire. Replace tow wire or provide objective evidence of suitability for continued service to the satisfaction of the attending Marine Inspector. Code 705c = prior to commercial operations
