observed an active fuel leak on the fuel oil tank sight glass lower valve with excessive fuel buildup in the bilge directly beneath. Repair valve and remove fuel buildup from bilges.

Crew was unable to provide Marine Inspectors the vessel's specific Health and Safety Plan. Additionally, Marine Inspectors could not verify if the on board crew had completed the training requirements contained within 46 CFR 140.515.
