(b) Steering systems on new towing vessels operating exclusively on rivers or intracoastal waterways may meet ABS Rules for Building and Classing Steel Vessels for Service on Rivers and Intracoastal Waterways (incorporated by reference, see § 136.112 of this subchapter), Part 4, Chapter 2, Section 3. ITV TRI STATE discovered port steering rudder missing after reportable marine casualty and subsequent dry dock inspection. Upon replacement of same in kind rudder material and configuration, the steering gear is to be tried out on a trial trip in order to demonstate full functionality of new rudder material.
