A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. Vessel self reported loss of propulsion while underway. Vessel is required to provide to the Coast Guard a technician report. Once received, Coast Guard will verify repairs before clearing deficiency.

The master, owner, operator, agent ot person in charge of any vessel equipped with ballast tanks that operates in the waters of the US must maintain a ballast water management plan that has been developed specifically for the vessel. Inspector noted that the implemented ballast practice onboard is satisfactory, the BWM plan onboard does not reflect he option chosen for the vessel.
