Vessel's rescue ladder does not meet the specific guidelines as per Sector St. Petersburg's Work Instruction MPS-WI-SECSP, Rescue Platforms as an Alternative to Rescue Boats on Small Passenger Vessels. Specifically, MIs observed that the rescue ladder was not equipped with an appropriate platform landing of at least 36 X 36 inches.
