The ring, lines and letters shall be painted in white or yellow on a dark ground or in black on a light ground. They shall also be permanently marked on the sides of the ships to the satisfaction of the Administration. The marks shall be plainly visible and, if necessary, special arrangements shall be made for this purpose. PSC team observed significant wear on the summer and winter loadlines as well as the plimsol mark, rendering them hidden.

The condition of the ship and it equipment shall be maintained to conform with the present regulation…will remain fir to proceed to sea without danger to the ship or persons on board. During a surge event, vessel snapped 04 mooring lines and 03 additional mooring lines slipped causing the vessel to drift into the Houston ship channel alliding with the moored vessel NORD SKATE (9419723). Class to attest to structural and watertight integrity prior to departure. 74 SOLAS (20) I/11(a)
