Cargo handling equipment required to be properly maintained. Cargo piping required to meet 46 CFR Subchapter F. 46 CFR 56.04-10 allows acceptance if the system is not manifestly unsafe. A valve indicator was inoperable. The valve indicator serviced a cargo piping valve located in the #1 cargo tank. In an inoperable state the indicator could provide a false indication to cargo transfer personnel. Indicator required to be repaired.
