Each small battery installation must be located in a well ventilated space and protected from falling objects. A small battery installation must not be in a closet, storeroom, or similar space.
Marine Inspector observed emergency lighting battery arrangement located in the general locker on the STBD side main deck behind the laundry room. The batteries are stored inside a storeroom, located on the deck and not protected from falling objects stored inside the space, and there is no natural or induced ventilation into the space required by 46 CFR 120.350(a).
Submit proposal for relocation of emergency lighting system that complies with 46 CFR 112 that is required by 46 CFR 120.434(c).

The General Alarm could not be heard above the noise level of the engine room with one generator online and the flashing light was inoperable.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories.
The remote fuel shut off valve was not able to be activated due to the arrangement of the cable where it attaches to the valve, and subsequently broke the pull handle. Design new attachment mechanism and prove proper operation of the remote shutoff valve to the satisfaction of attending Marine Inspector.

A-Class bulkheads or decks must be so insulated with approved structural insulation. Penetrations in A-class fire control boundaries for electrical cables, pipes, trunks, ducts, etc. must be constructed to prevent the passage of flame and smoke for one hour. In addition, the penetration must be designed or insulated so that it will withstand the same temperature rise limits as the boundary penetrated.
Structural fire protection is missing above the door to the main machinery space.

Plans and amplifying details were resubmitted on 11/21 to address MSC’s comments, with MSC review pending. Separately, new construction oversight identified incorrect model of heat detector listed on Dwg No. CS-H147-SC-FDSGS that was re-submitted to MSC.
Revise the plan and resubmit to MSC for approval, with follow-on verification by the local OCMI as appropriate.
