Starboard flanking rudder cylinder failed during pre-check resulting in a spill of hydraulic oil into the Ohio River. Replace starboard flanking rudder cylinder. As the port and starboard flanking rudders are linked, the vessel will be allowed to continue to operate using only the port flanking rudder cylinder until the starboard flanking rudder cylinder is replaced.
