All the steering gear components and the rudder stock shall be of sound and reliable construction to the satisfaction of the Administration. Hydraulic fluid was noted actively leaking from the servo pumps on both steering gears.

Every totally enclosed lifeboat shall be provided with a rigid watertight enclosure which completely encloses the lifeboat. The enclosure shall be so arranged that:access to the lifeboat is provided by hatches which can be closed to make the lifeboat watertight. PSCO Observed forward access hatch on NO.1 lifeboat to be cracked and damaged, preventing a watertight seal.

The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to persons on board PSCO Observed the following components leaking oil on the main engine: fuel injectors on the #1 and #5 cylinders, fuel pumps on the #1 and #6 cylinders, and lube oil exhaust on #2 cylinder

Electrical installations shall be such that: the safety of passengers, crew and ship from electrical hazards will be ensured. PSCO observed loose electrical connections on diesel generators #1, #2 and #3; as well as on the 3-way valve solenoid for the OWS. PSCO also observed a broken grounding strap on the ballast centrifugal pump.
