Upon arrival, vessel did not have minimum manning necessary for the MI to assess crew competency for the required items listed above, nor could records of these drills and instruction be provided. Vessel shall preform all drills in presence of a MI prior to getting underway.

Additionally, vessels port slop tank on deck discharge piping did not have a suitable containment system provided nor is it arranged to allow for adequate portable containment.
