When major alterations or major repairs of tank vessels become necessary the work shall be done under the direction of the Officer in Charge, Marine Inspection, and shall be done in accordance with the regulations in effect for new construction insofar as possible. The DBL 323 was involved in a collision and experienced damage on the starboard quarter of the barge. The vessel has an approximate 1' inset at its deepest point and the inset is approximately 4' in length.
