A vessel must be operated in accordance with applicable laws and regulations and in such a manner as to afford protection against hazards to life, property, and the environment. Vessel reported an unusual/vibration noise while transitting up the Tombigbee River. Vessel had divers come out and reported that the bottom section of the port rudder was bent and is making contact with the prop. Vessel is required to submit a plan to Sector Mobile prior to departure from their current position. Objective evidence attesting to root cause & satisfactory repair(s) IAW company TSMS must be submitted to local [name withheld] authorization of 835 clearance is required prior to being cleared to depart. 46 CFR 140.205
