Vessel reported an unusual/vibration noise while transitting up the Tombigbee River. Vessel had divers come out and reported that the bottom section of the port rudder was bent and is making contact with the prop. Vessel is required to submit a plan to Sector Mobile prior to departure from their current position. Objective evidence attesting to root cause & satisfactory repair(s) IAW company TSMS must be submitted to local [name withheld] authorization of 835 clearance is required prior to being cleared to depart. 46 CFR 140.205

Vessel reported degraded steering, verified loss of port primary rudder. Vessel is to transit directly to repair facility after passing off tow to another vessel. Vessel is prohibited from movement from repair facility. Provide objective evidence attesting to the satisfactory repair of rudder. Repair oversight to be conducted in accordance with the TSMS.
