Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Vessel suffered a loss of steering while transiting the Kirby fleeting area due to broken linkage on a rudder. Vessel currently moored. Vessel shall enact permanent repairs to the satisfaction of the TPO and submit TPO report to [email withheld].
