Except as provided in paragraph (a)(8) of this section, each towing vessel must have a fire-detection system installed to detect engine room fires. The owner or managing operator must ensure the following: The system is installed, tested, and maintained in accordance with the manufacturer's design manual. MI observed the fire control panel in the wheelhouse could not show protected zones on the vessel, displayed a backup battery error message, and the crew was not knowledgeable of the system.

Resolution: TPO stated Hiller technicians arrived to the vessel, performed functional testing and trained the crew on the system.
