Vessel Port Captain reported that during the TSMS external audit, the vessel was discovered to have holes affecting the watertight integrity of the engine room, both forward and aft. Vessel Port Captain reported that during the TSMS external audit, both main engines were observed to be leaking oil into the bilge. Vessel representative is required to submit an engine overhaul plan/proposal to the Coast Guard, as per NC Machinery guidance, to fix oil seepage from main engines, within 30 days. 46 CFR 143.205(a)
