(b) The cognizant OCMI may require additional examinations of the vessel whenever he or she discovers or suspects damage or deterioration to hull plating or structural members that may affect the seaworthiness or fitness for the route or service of a vessel. These examinations may include a drydock examination, including: (1) An internal structural examination of any affected space of a vessel, including its fuel tanks; (2) A removal of the vessel from service to assess the extent of the damage and to affect permanent repairs; or (3) An adjustment of the drydock examination intervals to monitor the vessel's structural condition. MI discovered the hull and other structural areas in questionable condition IAW 46CFR137.300 and/or 46CFR137.330 and/or 46CFR144.200: Full bottom plate showing substantial pitting and holes in various locations. Hole on starboard side, just aft of the generator keel cooler. Hole in side shell IWO bow/ portside of fwd rake. Holes in bottom plate fwd rake, starboard side. Hole in upper-stbd MDE side cooler, top aft of cooler. Holes in both external shaft stern tubes. Cracks in rudders (all) in plate and at welds. Severe wastage of flanges IWO bearings.

Machinery must be maintained to provide for safe operation of the towing vessel and persons on board under normal and emergency conditions. While moored up vessel was unable to start port engine. Prior to commercial operations repairs and an operational test of the repaired system shall conducted to the satisfaction of the designated TPO.
