Propulsion machinery, including main engines, reduction gears, shafting, bearings, and electrical equipment and systems, must: Be maintained to ensure proper operation; Be suitable for route and service. Vessel suffered STBD strut bearing failure. Provide transit plan, and make repairs to the satisfaction of the TPO, and the Coast Guard. MSD St. Paul will accept ABS to clear deficiency once repairs are made, and notification of finding number provide to local OCMI.

The owner and managing operator must ensure that the towing vessel is in compliance with sub chapter M and other applicable laws and regulations at all times. The vessel was involved in a grounding situation at UMR MM 180 causing damage to the STBD rudder. Vessel is to proceed to Wood River, IL under the assistance of the M/V DALE HELLER for permanent repairs as per companies plan. Any change in transit plan must be communicated with Sector Upper Mississippi River. ***This deficiency must be cleared to the satisfaction of a Coast Guard marine inspector prior to returning vessel to service. In lieu of Coast Guard attendance, the company may use their Third Party Organization, TVIB, to accept/approve the repairs and provide a report to the Coast Guard inspector listed below.****
