Oceangoing ships of less than 400 gross tons must have the capacity to retain on board all oily mixtures and discharge these mixtures to a reception facility; or has an approved oily-water separating equipment for processing oily mixtures from bilges. Vessel has an open segregated section of the bilge with capabilities to automatically discharge any water coming in from the shaft. Open segregation of the machinery space bilge via cofferdam does not meet either of these requirements or count as an equivalent arrangement preventing the discharge of oily mixtures from the engine room bilge.
