General. Machinery and electrical systems must be designed and maintained to provide for safe operation of the towing vessel and safety of persons onboard under normal and emergency conditions. Starboard main engine failure; engine inoperable. Make repairs to regain starboard main engine normal operation. In accordance with CG-CVC Policy Letter 17-10; repairs shall be completed to the satisfaction of the TPO (TVIB) and may be cleared by the TPO prior to departure.
