The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull and protection against fire. 02 holes observed in the port side of the machinery space. 01 located in the port side winch gasket, 01 located aft of that at the top of a bulkhead, with the open deck on the other side. O/O approved to caulk the areas to restore weathertight integrity, and to enclose the space if fireboy is discharged.
