A Simplified Stability Test conducted of BELAFONTE on May 4, 2023, confirmed that the vessel does not pass the full criteria for RHIs as required by MTN 01-08 CH-2. However, the test did demonstrate the vessel had sufficient reserve buoyancy to limit the heel to less than 14 degrees with an applied moment of 12 passengers. After reviewing the vessel's operating history, and consultation with CG-ENG, the Marine Safety Center, and the Traveling MI office, the OCMI authorixes carriage of 12 passengers under 178.320(c) until stability can be fully assessed with calculations. The following additional requirements apply: (1) the route is restricted to within 1/2-mile from shore with exception of the direct paths between Northport, Plum Island, Pilot Island, and Washington Island, (2) the vessel is permitted to operate in fair weather only, (3) the operator shall ensure passengers are evenly distributed and remain seated at all times while underway, and (4) all other provisions of the Stability letter dated September 22nd, 2014 and COI remain in effect. To be cleared to the satisfaction of an attending Coast Guard Marine Inspector upon issuance of a new and updated permanent Stability letter.

On May 9th, 2023 a review of stability records for the BELAFONTE revealed that previous Simplified Stability Testing conducted on the vessel was incorrect. As a result the current stability letter for the BELAFONTE that was issued on September 22nd, 2014 is invalid. A certificated small passenger vessel must have a valid and accurate stability review to operate as a small passenger vessel inspected under 46 CFR Sub-chapter T to safely determine the total persons allowed on board. Until a satisfactory review of stability conditions are completed the BELAFONTE may not operate as a certificated small passenger vessel. In the interim the BELAFONTE may operate as an un-inspected passenger vessel otherwise known as a "6 pack". As an un-inspected passenger vessel the BELAFONTE may not carry more than 6 passengers. Un-inspected passenger vessels are regulated under 46 CFR subchapter C. To be cleared to the satisfaction of an attending Coast Guard Marine Inspector.

Resolution: A SST was performed on 12MAY23. Based on the results of that test and discussion with CG HQ a new CG-835-V was issued until a stability calculations can be reviewed through MSC with issuance of a new stability letter.

The life ring is getting to a point that it will no longer be serviceable due to line wastage and cracking of the body. Ensure the light is properly affixed with a corrosion resistant clip and the throw line properly attached around the body of the life ring. Stencil with vessel name and ensure the ring buoy is of an approved type. Provide proof of proper installation to a CG Marine Inspector within 14 days.
