All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. All navigations lights (All-around light, port and starboard side lights and stern light light-bulbs were found not to be in compliance with UL1104; and the red side light and stern light diffuser lens was found damaged by UV light. 46 CFR 183.420 16C.

All connecting devices must be suitable for copper stranded conductors. Dead-ending wires were found in the A/C compartment in the main passenger deck. 46 CFR 111.60-17 16C.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Fuel shutoff valve was found not working, not closing the valve. 46 CFR 182.455(4). 17C

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space. USCG Inspector found the following areas of concern that shall conduct repairs or actions: 1. A fracture located in the transverse frame, port quarter in the steering room. Conduct temporary repairs prior going to dry dock within 7 days. A permanent repair shall be conducted during next dry dock credit. 2. A fracture weld was found in the starboard side quarter, in the steering room. Conduct temporary repairs within 7 days. A permanent repair shall be conducted during next dry dock. 3. A fracture in a weld was found at the port ramp post. Conduct temporary repairs within 7 days. PERMANENT REPAIRS SHALL BE CONDUCTED DURING NEXT DRY DOCK CREDIT. 46 CRF 176.600, 705C.

The water cooled Shaft bearing for the #1 and #4 main diesel engine has galvanic corrosion wastage on the flanges. Replace during next dry dock to the satisfaction of the attending marine inspector.

Pin holes in the hull structure were identified 59 inches above the waterline on the starboard side engine exhaust ventilation fan box. Day light is visible from inside the engine room. Submit a repair proposal for a permanent repair.

In no case shall the upper range of the gage be less than 1.2 times nor more than 2 times the pressure at which the relieving device is set to function. The range on the port side pressure vessel gage was not capable of visually indicating the setting of the pressure relief device.
