All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules, except that a vessel of more than 19.8 meters (65 feet) in length must also have navigation lights that meet UL 1104, “Standards for Marine Navigation Lights,” or other standard specified by the Commandant. All navigations lights (All-around light, port and starboard side lights and stern light light-bulbs were found not to be in compliance with UL1104; and the red side light and stern light diffuser lens was found damaged by UV light. 46 CFR 183.420 16C.

connections and terminations to all conductors must retain the original electrical, mechanical, flame-retarding, and, where necessary, fire-resisting properties of the cable. All connecting devices must be suitable for copper stranded conductors. Dead-ending wires were found in the A/C compartment in the main passenger deck. 46 CFR 111.60-17 16C.

Shutoff valves, installed so as to close against the fuel flow, must be fitted in the fuel supply lines, one at the tank connection and one at the engine end of the fuel line to stop fuel flow when servicing accessories. The shutoff valve at the tank must be manually operable from outside the compartment in which the valve is located, preferably from an accessible position on the weather deck. Fuel shutoff valve was found not working, not closing the valve. 46 CFR 182.455(4). 17C

Each hatch exposed to the weather must be watertight. Engine room and steering room hatches were found leaking water inside the compartment. 46 CFR 174.220, 16C.

Marine employers may form or otherwise use sponsoring organizations, or may use contractors, to conduct the random chemical testing programs required by this part. Proof on enrollment was dated YR2023. Provide an updated drug and alcohol program proof of enrollment with an updated list of mariners for YR 2024-2025. 46 CFR 6.230(d) 16C.

Whenever damage or deterioration to hull plating or structural members that may affect the seaworthiness of a vessel is discovered or suspected, the cognizant OCMI may conduct an internal structural examination in any affected space. USCG Inspector found the following areas of concern that shall conduct repairs or actions: 1. A fracture located in the transverse frame, port quarter in the steering room. Conduct temporary repairs prior going to dry dock within 7 days. A permanent repair shall be conducted during next dry dock credit. 2. A fracture weld was found in the starboard side quarter, in the steering room. Conduct temporary repairs within 7 days. A permanent repair shall be conducted during next dry dock. 3. A fracture in a weld was found at the port ramp post. Conduct temporary repairs within 7 days. PERMANENT REPAIRS SHALL BE CONDUCTED DURING NEXT DRY DOCK CREDIT. 46 CRF 176.600, 705C.

46 CFR 182.100 All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing fire, explosion, machinery failure, and personnel injury. The water cooled Shaft bearing for the #1 and #4 main diesel engine has galvanic corrosion wastage on the flanges. Replace during next dry dock to the satisfaction of the attending marine inspector.

Exhaust repairs to the port ships service generator shall be examined and tested by the attending USCG MI's. Following all repairs the CG may require sea trials in in order to verify adequate work. 46 CFR 182.430

The owner or managing operator shall notify the cognizant OCMI as far in advance as possible whenever the vessel is to be hauled out or placed in a dry dock or slipway in compliance with 176.600 or to undergo repairs or alterations affecting the safety of the vessel, together with the nature of any repairs or alterations contemplated. The owner/operator shall address failure of internal reporting procedures to the USCG ensure future statutory notifications are made as required.

Attending MI's noted that water was leaking from inside the vessels hull out to the dry-dock from the keel on the bow rake surrounding the bow thruster compartment. The source of the water intrusion shall be investigated and repairs made to the bow thruster seal and hull as needed to the satisfaction to the attending MI's. 46 CFR 176.700

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. Pin holes in the hull structure were identified 59 inches above the waterline on the starboard side engine exhaust ventilation fan box. Day light is visible from inside the engine room. Submit a repair proposal for a permanent repair.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull. Multiple cracked welds were identified near the emergency exit in the starboard side steering compartment.

Where pressure-indicating gages are used, they shall be chosen to be compatible with the pressure to be indicated. In no case shall the upper range of the gage be less than 1.2 times nor more than 2 times the pressure at which the relieving device is set to function. The range on the port side pressure vessel gage was not capable of visually indicating the setting of the pressure relief device.

All machinery and equipment must be installed and maintained in such a manner as to afford adequate protection from causing machinery failure and personnel injury. The jacket water discharge temperature gage for the #2 engine was inoperable.

Piping, conveying vapor, gas or liquid with a temperature exceeding 150 degrees Fahrenheit must be suitably insulated where necessary to prevent injuries. The exhaust lagging steel cabling for the port and starboard engine requires tightening.

Individual power pumps used for separate spaces are to be controlled from a central control point and must have a light or other visual means at the control point to indicate operation. The light bulb for the bilge pump in the engine room was not operational.

Machinery, equipment, materials, and arrangements not covered by standards in this subchapter may be inspected in accordance with standards acceptable to the cognizant OCMI as good marine practice. Three heat exchangers in the machinery space were missing the U-bolts and were being held in place by ratchet straps.

Electrical equipment on a vessel must be installed and maintained to: protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock; and minimize accidental personnel contact with energized parts. The electrical wiring on top of the OWS was exposed.

Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements wihtout exceeding its designed limitations. One of four service engines was reported out of operation by vessel. Repair engine and conduct sea trial to satisfaction of attending marine inspector

Port Exhaust (fwd pipe) needs to be replaced.

Port exhaust trunk has pinhole leak and needs to be re welded.

Floating ligths need to be secured around the body of the lifefloats

Fire pump for the vessel's fire monitor was removed for service.

Vessel's oil transfer procedures did not contain all the information required by 33CRF 155.750

Firepump does not operate to 60 psi. Also duing operation fire pump attained an excessive leak. Demonstrate proper operation of fire pump.

Provide blanks in panelboards where needed in engine room.

MAKE REPAIRS TO UNIONS AT BOTH TIME DELAYS TO ELIMINATE LEAKING OF CO2 AND CONDUCT OPERATIONAL TEST.

RELOCATE BILGE ALARM SPEAKER FROM UNDER PRIMARY OPERATING STATION CABINET TO A LOCATION THAT IS AUDIOABLE TO THE MASTER WHILE VESSEL IS UNDERWAY.

PRIOR TO OPERATION OF OWS, SUBMIT OWS INSTALLATION PLANS TO MSC FOR REVIEW AND APPROVAL AND ONE COPY TO MSO MORGAN CITY. FINAL ACCEPATANCE OF THE OWS INSTALLATION WILL BE DETERMINED BY AN OPERATIONAL TEST OF THE OWS TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR. 46CFR177.202 PLAN APPROVAL.
