The main steering gear and rudder stock must be of adequate strength for and capable of steering the vessel at maximum ahead service speed, which must be demonstrated to the satisfaction of the cognizant OCMI. Vessel master self-reported that steering gear drifts 5-10 degrees while in nonfollow up mode when compared to the rudder command. Complete repairs verified by Class to ensure operation of the main steering system as intended. Vessel is required to have a tug escort for inbound SF Bay transit on 17NOV2024.46 CFR 58.25-10(c)(1)

In addition to the requirements contained elsewhere in the present regulations, ships shall be designed, constructed and maintained in compliance with the structural, mechanical and electrical requirements of a classification society which is recognized by the Administration in accordance with the provisions of regulation XI-1/1, or with applicable national standards of the Administration which provide an equivalent level of safety. Crew was able to fix temporarily so that lifeboat could be stowed. Determine extent of damage to brackets and fiberglass associated with the system. Make permanent repairs to satisfaction of ABS. 74SOLAS (20) III/20.2

This pump shall be capable of supplying two jets of water to the satisfaction of the Administration. During inspection, vessel was not able to get emergency fir pump up to operating pressure. Repair to satisfaction of ABS. 74 SOLAS II-2/52(b)(ii)

Every oil fuel suction pipe from storage, settling, or daily service tank situated above a double bottom shall be fitted with a cock or valve capable of being closed from outside the space concerned. Fuel shut off valve for emergency generator fuel tank was found to be leaking. Repair to satisfaction of ABS. 74 SOLAS II-2/54(c)

The ship shall be provided with fire pumps, fire main system, hydrants, and hoses complying with Regulation 5 of this Chapter and the following requirements: In a ship of 1,000 gross tonnage and upwards shall be provided with two independently powered driven power pumps. In a ship of 2.000 tons gross and upwards this alternative means shall be affixed emergency fire pump independently driven. This pump shall be capable of supplying two jets of water to the satisfaction of the Administration. Vessel experienced a loss or cooling water on emergency fire pump rendering it inoperable for a sustained amount of time. Additionally, Marine Inspectors found a fan cooling the overcurrent protection switch on the emergency fire pump generator switchboard. Make repairs to the satisfaction of ABS and report completion of repairs prior to carriage of cargo. 74 SOLAS II-2/52(b)(ii)

If reports from an authorized classification society indicate that a vessel does not comply with applicable international treaties and agreements, the classification society's class rules, and the U.S. supplement prepared by the classification society and accepted by the Coast Guard, the cognizant OCMI may decline to issue a certificate of inspection. Vessel participates in the Alternative Compliance Program, but has not maintained the surveys and certificates that demonstrate compliance with international treaties and agreements required by the program. Marine Inspector has declined to endorse the COI for annual endorsement until vessel is in compliance with all requirements of this regulation. Make the necessary repairs and surveys required prior to scheduling ACP Annual Oversight Inspection with this office and prior to carriage of cargo. 46 CFR 8.440(d)

At least three two-way VHF radiotelephone apparatus shall be provided on every cargo ship of 500 gross tonnage and upwards. Two of the six provided life boat radios were found to have expired batteries.74 SOLAS (20) III/6.2.1.1

Fire extinguishing appliances in new and existing cargo ships shall be kept in good order and available for immediate use at all times during the voyage. The vessel's AFFF fire extinguishing agent is expired.60 SOLAS 66

In cargo ships of 1,600 gross tonnage and upwards the Administration shall ensure that the lighting of the alleyways, stairways, and exits is such that the access of all persons on board to the launching stations and stowage positions of lifeboats and liferafts is not impeded. The company should establish and maintain procedures to control all documents and data which are relevant to the safety management system. Observed low temperature cooling pump taken apart with system tagged out with none of the fields on the tags completed. Reviewed Lock Out/Tag out Log and found C/E not properly auditing tags and program not being properly maintained. Tags were being used, however incomplete information was being filled out and not IAW the ships SMS. 74 SOLAS (2014)IX/5, ISM CODE 11.1

Maintenance, testing, and inspection of lifesaving appliances shall be carried out in a manner having due regard to ensuring reliability of such appliances. Vessels lifeboat found with inoperable fixed bilge pump. Vessel shall ensure all required equipment is in good working order. (74 SOLAS 2014 Cons. III/20.3.1)

Before the ship leaves port and at all times during the voyage all lifesaving appliances shall be in working order and ready for immediate use. Vessels lifeboats found with multiple missing / deteriorated / tangled seat belts. Vessel shall ensure all seat belts are installed and operable. (74 SOLAS 2014 Cons. III/20.2)

Fire protection systems and firefighting systems and appliances shall be maintained ready for use. Identified multiple fire stations disconnected from the fire main and/or with disconnected nozzels. Vessel shall ensure all stations are ready for use. (74 SOLAS 2014 Cons. II-2/14.1.1)

The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulaions to ensure the ship in all respects will remain fit to proceed to sea without danger to the ship or persons onboard. Vessel found with heavily deteriorated port gangway arm support and suspected modified stbd gangway arm support. Vessel shall make repairs to both foundations to original construction, or provide plans for modified renewal to ensure the safety of all persons needing access to the vessel. (74 SOLAS 2014 Cons. Vessels port bridge wing bouy found missing required waterlight. Waterlight was subsequently found relocated to the internal stbd side of the bridge. Maintenance, testing, and inspection of lifesaving appliances shall be carried out in a manner having due regard to ensuring reliability of such appliances. Vessels#1 lifeboat missing two seatbelts. Vessel shall ensure belts are repaired. 74 SOLAS 2014 Cons. III/20.3.1

The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations. Vessel found with lifesaving equipment in poor material condition and with inadequate records of required maintenance. Vessel's Saftey Management Certificate shall be subject to an external audit focused on the maintenance of lifesaving. ISM Code Part A/10.1

The following 04 weather deck doors found deteriorated on the lower coamings rendering them non-watertight; stbd midships winch hydraulic room, port & stbd midship fan control rooms, and the fwd crane pedestal door. The fire screen doors in main stirway trunk, decks 5-8 have distorted frames and connot be properly adjusted to self close. They also have kick out panels that are held in place with silicone or duct tape. The doors do not meet A-0 boundary requirements as indicated in 46 CFR 72.05-10 or NVIC 9-97 ch 1, Structural Fire Protection. Replace all.
