INNER HARBOR SPIRIT

13101 - Propulsion machinery must be suitable in type and design for propulsion requirements of the hull in which it is installed and capable of operating at constant marine load under such requirements without exceeding its designed limitations. While conducting rounds of the engine compartment, after mooring, the vessel's crew observed the starboard shaft had uncoupled from the flange holding it to the gear. While underway the shaft slipped and the vessel began taking on water. A tow plan for the vessel must be submitted in writing to the USCG at [email withheld]. The shaft must be fixed and Coast Guard Marine Inspectors must attend and witness sea trials prior to carrying passengers. 46 CFR 119.200

Piping the temperature of which exceeds 150 degrees Fahrenheit must be insulated where necessary to prevent injuries. The vessel repowered in 2011, which included installation of new grid coolers and associated piping which was not a replacement in kind (see MSC letter E1-1100883). This makes this installation subject to the requirements in "new" K. The return piping on the keel cooler installation is exceeding 150F during normal operating conditions, and thus requires insulation.

At least one ring buoy must be fitted with a floating waterlight approved in accordance with 161.010. Batteries for floating waterlight for ring buoy were expired and not of the proper type.

At every vessel inspection all observed fire hazards must be corrected. A flexible hose for a lube oil line for the port main engine reduction gear is chaffed and leaking.

Vessels which carry >150 passengers shall meet the structural fire protection requirements of 72.05 as determined by the OCMI. In the forward bar there are two multi-cable transits in the deck (A class fire boundary) that are not properly sealed.

At every vessel inspection all hazardous situations must be corrected and all protective devices must be in satisfactory condition. There is an electrical breaker box near the forward head, starboard side, that is missing multiple securing screws on its protective cover plate.

Dry pipe exhausts are permitted if suitably insulated. The lagging on the exhaust for the port main engine has become partially detached and requires securing to adequately insulate/shield the hot surface.

On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, as indicated by the vessel’s stability letter, the maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 1 inch numbers and letters at the entranceway to that deck. The max passenger count labels for upper deck are incorrect (one reads 310 and another 116, neither of which corresponds to the stability letter).

Each inspection shall include inspection and testing of fire confining appliances (such as fire screen doors). The port forward door is not properly sealing when closed (section of gasket appears to be missing).

At each inspection the owner or managing operator shall be prepared to have ready for inspection the operation of the main propulsion machinery both ahead and astern. The starboard dripless shaft seal is leaking upwards of 1 gpm at certain running conditions.

07110 - At each inspection the fire fighting equipment of all vessels shall be inspected and all deficiencies found shall be corrected. The vessel had 09 portable fire extinguishers on board that had not been inspected since April 2022. Annual inspections must be conducted for all portable fire extinguishers. 46 CFR 176.25-25(a) 701c

Repairs or alterations to hull, machinery, or equipment that effects safety of the vessel must not be made without the approval of the cognizant Officer in Charge Marine Inspection (OCMI) except in emergency. At the commencement of vessel hull and internal structure exam the following worklist items were outlined for repair or replacement as original. Provide shaft Bearing report for assessment Prep and prepare rub rail for paint and repair as original any pitting or holes IAW NVIC 7-68 as a guide. Repair as original deck plate supports, support legs for Grey water tank in galley. Clean bilges in way of: fwd. hold, galley, engine room and steering space for completion of inspection in these areas.Lead ballast needs to be removed in order to properly inspect hull aft of steering gear. Re-Coat Potable water tank and clean out suction line. MSD SPACE:Clean up steel under port side tank, outboard for further inspection. Old pump installation wiring/cables need to be removed or properly ended. There is approximately a 2 inch hole, portside, where steel is wasted. clean up wiring and make fire tight in fwd MSD tank space. 46CFR 176.700(c)

Piping used in a vital system must meet § 56.60 in subchapter F of this chapter. Vessel had a rubber hose patch installed in galley bilge piping system. 46 CFR 119.710

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards, and other hazardous situations must be corrected. Larg engine battery foound stowed on vessels main deck under PFE. 46 CFR 115.830

Each vessel must have adequate emergency lighting fitted along the line of escape to the main deck from all passenger and crew accommodation spaces located below the main deck. Emergency Lights in male and female heads on main deck were inoperable. 46 CFR 120.432

Tubular gauge glasses, if fitted to diesel fuel tanks, must be of heat resistant materials, adequately protected from mechanical damage, and provided at the tank connections with devices that will automatically close in the event of rupture of the gauge or gauge lines. Sight glass was made of plastic. 46 CFR 119.440(a)(7) Due by end of credit drydock in February 2023

Each ring life buoy on a vessel must be approved IAQ 160.050 in subchapter Q or this chapter. Port bridge ring buoy grab line was wasted and needs replacement. 46 CFR 117.70(b)(1)

Each life jacket must be approved IAW either 160.002, 160.005 or 160.055 in subchapter Q of this chapter. Over half of vessel PFDs onboard had non SOLAS retroflective tape. Prove that retroflective materal meets type I under 46 CFR 164.018-9 or replace with approved material. 46 CFR 117.71(c)

At least one ring life buoy must be fitted with a lifeline. If more than one ring life buoy is carried, at least one must not have a lifeline attached. Deficiency: 1 out of the 3 required ring life buoys on board has dry-rotten grab lines.

Each lighting fixture and lampholder must be fixed. A fixture must not be supported by the screw shell of a lampholder. Deficiency: The light fixture located at the steering compartment broke off the mount and the light switch box was missing its cover.

The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its COI giving consideration to provisions for the seaworthy of the hull, protection against fire, and ventilation of enclosed spaces. Provide written specifications describing the details of any repairs (repair proposal) to address all the damages and corrective actions for the following deficiencies: 1. starboard rudder post 2. port and starboard vents (steering compartment) 3. Temporary clamps (grease trap) 4. Temporary patch on a pipe (galley) *** Repairs or alterations that affect the safety of the vessel must not be made without the approval of the cognizant OCMI. ***

Each vessel must be provided with a bilge pump in accordance with 46 CFR 56.50. All vessels shall be provided with a satisfactory bilge pumpingplant capapble of pumping from and draining any watertight compartment. Multiple bilge stations unable to provide suction from the space. 46 CFR 119.520(a) / 46 CFR 56.50(a)

At each inspection for certification the bilges and other spaces may be examined to see that there is no excessive accumulation of oil debris or other matter that might clog bilge pumping systems. The bilge in the galley had excess water/grease/debris theat could block bilge system and did not allow for proper inspection. 46 CFR 115.830(b)

Vessel missed 90 Day window for annual reinspection. Vessel was operated without a valid COI for several months.
