In general, compliance with the standards established by the American Bureau of Shipping, see subpart 90.35 of the subchapter, will be considered as satisfactory evidence of the structural efficiency of the vessel. Significant wastage identified in Aft Peak Ballast Tank and addressed by ABS Finding No. 234.1 with a due date of 04 April 2026. Vessel owner operator may: 1) repair excessive wastage (25% or greater) by ABS deadline of 04 April 2026 as per ABS Finding 234.1; repair excessive wastage (25% or greater) this availability; or engage with ABS for limited scope scantling assessment by ABS Engineering to ensure the overall wastage does not impair the vessel's structure (less than minimum required section modulus) due to the corrosion to defer ABS Finding 234.1 to December of 2026. 46 CFR 92.01-10(a)

All cargo vessels are required to carry on each side of the vessel, lifeboats with an aggregate capacity sufficient to accomodate the total number of persons on board. At the time of our inspection, the starboard side life board was at a shoreside facility awaiting repairs.

The applicable standards established by the ABS Marine Vessel Rules may be used as the standard for testing of main and auxiliary machinery. At the time of our inspection the starboard SSDG was not operational, and the generator windings had been removed for repairs at a shore-side facility.

Each cargo vessel must carry at least one rescue boat. The rescue boat davit's motor was removed for repairs, which are tentatively scheduled to be completed within the next 7-8 days. The ESSAYONS may use the launch/workboat located on the starboard side of the vessel as a temporary rescue boat IAW 46 CFR 199.640(g). The following restrictions are also required to be met: 1. The ESSAYONS is restricted to a coastwise route. 2. The launch/workboat shall not operate beyond the line of site of the vessel. 3. The launch/workboat shall carry the necessary rescue boat equipment outlined under 46 CFR 199.175 (Survival Craft Equipment). *** Permanent repairs to rescue boat must be made to the satisfaction of attending Marine Inspector.

Each vessel subject to load line requirements shall carry on board a valid certificate attesting to compliance with such requirements. Vessel's ABS issued load line certificate is expired. Vessel is not permitted to operate beyond the Mamala Bay, Hawaii boundary line, which is a line drawn from Barbers Point Light to Diamond Head Light until a valid ABS load line certificate is issued by ABS and a copy of the certificate is provided to the CG attending Marine Inspector. 46 CFR 92.01-5/ 46 CFR 42.09(b)

Means shall be provided for closing all other openings to the space protected from outside such space. In this respect, relatively tight doors, shutters, or dampers shall be provided for openings in the lower portion of the space. The construction shall be such that openings in the upper portion of the space can be closed off either by permanently installed means or by the use of canvas or other material which is normally carried by the vessel. Bottom part of the machinery shop door frame and bulkhead is missing. Restore in-kind to meet the above regulation requirement for a CO2 protected space by December 13, 2024, to the satisfaction of the attending marine inspector. 46 CFR 91.15-35(c)

All marine engineering details such as piping, valves, fittings, boilers, pressure vessels, etc., and their appurtenances installed on the vessel, shall be designed, constructed, and installed in accordance with the provisions of subchapter F (Marine Engineering) of this chapter. Internal disc guides of the 18" cast steel overboard discharge gate sea valve for heat exchanger sea water, located in the forward heat exchanger room, port side directly above 1U Ballast tank top, were found generally corroded. Subject sea valve is to be repaired or replaced at the vessel's next dry dock on December 13, 2024, to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 90.20-1(a)

Nonmetallic expansion joints must conform to the standards listed in table 56.60–1(b) of this part. Provide objective evidence the two port and stbd 16” x 14” single sphere rubber expansion joints adjacent to the 16” Jetting Sea valve in the #2 Void and the two port and stbd 20” x 13” single sphere rubber expansion joints in the main saltwater header in the lower level Pump Room meet ASTM F 1123 standard by March 15, 2024, or replace with nonmetallic expansion joints that meet the adopted ASTM F 1123 standard at the vessel's next dry dock on December 13, 2024, to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 90.20-1(a) 46 CFR 56.35-10(b)

No repairs or alterations affecting the safety of the vessel with regard to the hull, machinery, or equipment, shall be made without the knowledge of the Officer in Charge, Marine Inspection. The #3S Wing Fuel Tank overflow piping located in the #12 U-void has a HYMAX 2 six inch coupling installed as a temporary repair. By the vessel's next dry dock on December 13, 2024: 1) Provide documentation the HYMAX 2 coupling is approved by the American Bureau of Shipping. 2) Provide documentation the HYMAX 2 coupling is approved for marine fuel oil system piping applications. 3) Return the #3S Wing Fuel Tank overflow piping back to its original design approval and installation at the vessel's next dry dock on December 13, 2024, to the satisfaction of the Coast Guard Marine Inspector. 46 CFR 91.45-1(a)

It shall be the duty of the owner, master, or person in charge to see that the vessel's firefighting equipment is at all times ready for use and that all such equipment required by the regulations in this subchapter is provided, maintained, and replaced as indicated. The #12 U-void fire main valve on stbd side leaking. Fix leak to the satisfaction of the attending Marine Inspector. 46 CFR 97.15-60(a)

Nothing in this subpart shall be construed as limiting the inspector from making necessary test or inspections as deemed necessary.Descale and make available for re-inspection the #11 U-void port side deck forward under decommissioned hopper piping at vessel's next dry dock on December 13, 2024, for inspection. 46 CFR 91.25-50

a) Vessels in ocean, coastwise, or Great Lakes service, except unmanned barges, must be fitted with anchors. chains, and hawsers in general agreement with the Standards established by the American Bureau of Shipping. In addition to the provisions of paragraph (a) of this section, the following requirements and alternatives also apply: (1) The American Bureau of Shipping rules relating to anchor equipment are mandatory, not a guide. Both the port and stbd anchor chain have two chain links that are missing studs in the vicinity of the chain swivel IWO the anchor shank. Repair at vessel's next dry dock on December 13, 2024, to the satisfaction of the CG atending Marine Inspector. 46 CFR 96.07-5(a)(b)(1)

It shall be the duty of the owner, master, or person in charge to see that the vessel's firefighting equipment is at all times ready for use and that all such equipment required by the regulations in this subchapter is provided, maintained, and replaced as indicated. The #10 U-void stbd aft fire main ancillary line pipe nipple is wasted and leaking. Replace to the satisfaction of the attending Marine Inspector. 46 CFR 97.15-60(a)

Complete but simple instructions for the operation of the systems must be located in a conspicuous place at or near all pull boxes, stop valve controls and in the CO2 cylinder storage room. On systems in which the CO2 cylinders are not within the protected space, these instructions must also include a schematic diagram of the system and instructions detailing alternate methods of discharging the system should the manual release or stop valve controls fail to operate. Each control valve to branch lines must be marked to indicate the related space served. CO2 system cylinders are not within the spaces protected. Provide a schematic diagram of the system and instructions detailing alternate methods of discharging the system should the manual release or stop valve controls fail to operate to the satisfaction of the attending Marine Inspector. 46 CFR 95.15-10(h)

13199- Other (Machinery) - All marine engineering details, such as boilers, pressure vessels, main and auxiliary machinery, piping, valves, and fittings, shall be designed, constructed, and installed in accordance with the provisions of this subchapter. Vessel self-reported a hydraulic fluid leak on Port Shaft. Vessel is prohibited from operating the port propulsion system. Vessel shall submit repair proposal to our office and prior to the port system's return to service rectify the deficiency to the satisfaction of the attending Marine Inspector. If the vessel is required to move in the river system all transits within the river system shall have tug(s) assist to the satisfaction of the attending pilot. 46 CFR 50.01

When within 12 nautical miles of the nearest land, any discharge of oil or oily mixtures into the sea from a ship other than an oil tanker...is prohibited. Vessel has found an active oil leak from from shaft seal or propeller hub. Provide repair proposal and make repairs to control discharge of oil prior to movement. 33 CFR 151.10

In the event of an accident to a boiler unfired pressure vessel, or machinery tending to render the further use of the item unsafe until repairs are made, or if by ordinary wear such items become unsafe, a report shall be made, by the chief engineer immediately to the OCMI, or if at sea immediately upon arrival at port. Vessel experienced loss of bow thruster during operations while in Port of San Francisco and did not notify OCMI. Provide report of accident from Chief Engineer to San Francisco OCMI and make repairs as required to the satisfaction of the attending Marine Inspetor during emergency drydock in Portlans, OR. 46 CFR 97.30-5

At each inspection for certification, on all fire-extinguishing systems all controls, valves, and alarms shall be checked to ascertain the system is in operating condition. The required, provided time-delay for the Forward Void is listed as a 61 second delay; however, when tested it activated at 79 seconds. Prove proper operation of the time delay. 46 CFR 91.25-20(a)(3)

The required audible alarm must sound automatically and audibly for at least 20 seconds prior to CO2 discharge into the protected space. The provided audible alarms failed to sound during the test. Prove proper operation of the audible alarms. 46 CFR 95.15-30(b)

Compliance with the standards established by the American Bureau of Shipping will be considered as satisfactory evidence of the structural efficiency of the vessel. Vessel reported water ingress in #1 centerline sea water ballast tank. Vessel is required to assess & identify cause of the water ingress, submit a repair proposal, and conduct permanent repairs prior to 01AUG21 to the satisfaction of the attending marine inspector. Vessel operations is limited to a rivers route and soundings of the #1 centerline sea water ballast tank and the adjacent tanks are required every 12 hours until repairs are conducted.

The scope of the annual inspection is the same as the inspection for certification as specified in §91.25-10 but in less detail unless the cognizant marine inspector finds deficiencies or determines that a major change has occurred since the last inspection. The vessel's water systems used for the storage and distribution of water, including potable water tank system was contaminated and causing illness to the ship's crew. Vessel operation is restricted to no more than 12 hours in a 24 hour period from 01Apr21 to 05Apr21. Adequate potable water must be provided while the vessel is manned. After 05Apr21, the vessel is restricted from operation until permanent repairs to the potable water system have been completed to the satisfaction of the attending marine inspector. Vessel must also provide documentation attesting that the potable water tank system has been decontaminated and is safe for human use.

Each cargo vessel must carry at least one rescue boat. The rescue boat was removed from the vessel and not available for inspection due to undergoing repairs to the engine and damaged sponson. As an alternate, your vessel may carry a motor-propelled workboat IAW 46 CFR 199.640(g). Additionally, the following restrictions are imposed: 1)The ESSAYONS is restricted to a Coastwise route; 2)the workboat shall not operate beyond the line of site of the vessel; and 3)shall carry the necessary rescue boat equipment IAW 46 CFR 199.175 table at all times. Make permanent repairs to rescue boat to satisfaction of attending Marine inspector.

Each open lifeboat must carry a protection cover as listed in table 199.175. Equip port and starboard side lifeboats with protection cover.

Operating instructions: Each vessel must have posters or signs displayed in the vicinity of each survival craft and the survival craft's launching controls that Illustrate the purpose of controls; Illustrate the procedures for operating the launching device; give relevant instructions or warnings; can be easily seen under emergency lighting conditions; and display symbols in accordance with IMO Resolution A.760(18). The operating instructions for launching the port and starboard side lifeboats were not posted IAW 46 CFR 199.90. Install operating instructions in the vicinity of each survival craft.

In the event of alterations involving the safety of the vessel, the applicable plans shall be submitted for approval covering the proposed work except as modified by §91.45-1. Vessel to submit necessary drawings and required amplifying analysis to the Marine Safety Center (MSC) and provide resulting MSC approval correspondence to the OCMI for the replacement of the mid-body crane utilized to support dredging operations.

Vessel reported that they were experiencing a one to three second lag in steering while using the STB controller with the STB steering pump. No issues noted after extensive testing on other modes. Vessel is to rectify issue within 30 days to the satisfaction of USCG Marine Inspector.

Vessel is restricted to no dredging operations until satisfactory repairs to the starboard controllable pitch propeller have been completed. 46 CFR 58.05-1

A vessel equipped with controllable pitch propellers must have on the navigating bridge and at the engineroom control station a propeller speed and pitch position indicator. Shaft tachometers on bridge and CCS are not indicating speed. Make permanent repairs and demonstrate proper operation to the attending marine inspector. 46 CFR 113.37-5; 17c

Requirements for minimally attended machinery space: The ECC must include monitoring of all vital engineering systems, including the propulsion plant. The remote monitoring system for both propulsion engines is not operating. Make permanent repairs, provide tech report and demonstrate proper operation to attending marine inspector. Vessel must maintain full manning (manned engine room) until deficiency is cleared. 46 CFR 62.50-20(a)(3)(i); 50c

The proper condition and operation of the survival craft and rescue boat launching appliance at loads ranging from light load to 10% overload shall be demonstrated. Vessel replaced rescue boat davit and overhauled lifeboat davits. Conduct a lightweight, overload, and dynamic brake test for the rescue boat davit and an overload and dynamic brake test for the lifeboat davits. 46 CFR 199.45(a) & (c); 17c

Localized pitting found in the #1 centerline double bottom ballast tank bottom plate. The two largest pit depths recorded were 1/4" in depth. Reviewed mid ship scantling, the majority of the heavy pitting is in the center 7'4" section or 5/8" plate. Calculations indicate this is 40% wastage on the bottom shell plate, however, the measurements for the total area of pitting did not indicate this is an extensive area of corrosion but more so localized. The pitting intensity was estimated to be 5% or less scattered over a 33 1/2" long by 21 1/2" wide area. Noted several lone pits throughout the tank. Submit repair plan.

Vertical fracture at frame 88 port side in #3 Centerline ballast tank. Approx 1.5 inch from deck. Fracture is 2 feet in length. Crop and renew.

Make permanent repairs to the vertical plate at the bottom of the hopper just above the doors in 12 Stbd Void during December 2018 drydocking.

Temporary repairs made to the bow thruster tunnel, to secure a leak, must be made permanent by next drydock. 46 CFR 92.01-10

Permanently repair bilge/ballast piping in fwd pump room that is currenlty patched with a fiberglass temporary repair.

Make temporary repairs to three leaks in the #10 and #11 void. Make permanent repairs at the next scheduled dry dock in Dec. 2018.

Replace securing springs/mechanisms on 6 hatch opens on the focsle. Complete at next scheduled dry docking.

Make permanent repairs to damaged structure in #2 and #3 starboard double bottom. Complete repairs at next scheduled dry dock.

Make permanent repairs to wasted plating on the main deck forward of the hopper. Complete at next scheduled dry dock.

Make permanent repairs to stanchions at frames 58 and 98. Complete at next scheduled dry dock.

Make permanent repairs to seawater cooling piping. Until repairs are complete, vessel must operate within 3 NM of a harbor of safe refuge. 46 CFR 96.03-1

Repair leak in starboard side CPP system prior to conducting dredging operations.

Make permanent repairs to all items identified on attached letter, dated 08 MAY 2017, at the next scheduled dry dock availability. 46 CFR 92.01-10

Temporary repairs for the #10 Hopper fracture, as proposed, will be accepted until permanent repairs can be made at the next scheduled drydock to the satisfaction of an attending Coast Guard Marine Inspector.

Inoperable X-Band radar, vessel is restricted to 2 miles visibility until corrected.

Fracture in No. 10 Hopper Void, submit repair proposal within 03 business days to MSU Portland for local review. 46 CFR 92.01-10

The employer needs a sufficient number of alcohol testing devices or must remain within 2 hours of obtaining testing. 46 CFR 4.06-15

Replace kick-out panel for pressure relief and remove CO2 system as it is not required in the space. 46 CFR 95.15-40(a)

Make appropriate repairs to steering gear system so that there are no hyraulic oil leaks. Vessel must use sufficient tugs of adequate horsepower to maintain positive control of the vessel in all anticipated river conditions for all vessel movements. 46 CFR 58.25-20

PROVIDE RUDDER ANGLE INDICATOR IN AFT STEERING. 46 CFR 58.25-25

PROVIDE INSTRUCTIONS FOR CHANGING TO EMERGENCY STEERING INCLUDING LABELING OF EACH CLUTCH, GEAR, WHEEL, LEVER,VALVE OR SWITCH USED DURING THE CHANGEOVER. 46 CFR 97.37-33

PROVIDE APPROVAL LETTER FROM MSC FOR LATEST REVISION OF THE DESIGN VERIFICATION TESTING PROCEDURES AND PERIODIC SAFETY TESTING PROCEDURES. 46 CFR 61.40

Complete design verification testing of newly installed steering system, per the approved procedures, with no alarms or faults. Vessel must use sufficient tugs of adequate horsepower to maintain positive control of the vessel in all anticipated river conditions, for all vessel movements. To satisfaction of attending MI. 46 CFR 61.40

Provide documentation verifying the proper operation of the vessel's 3 CM (X-Band) radar to the satisfaction of the attending marine inspector.

Vessel shall make permanent repairs to lower bulkhead between 11 and 12 centerline voids where temporary repairs were authorized 2/28/2016 at next drydocking.

SG02 Install an odorizing unit to produce the scent of wintergreen to the existing CO2 system as per 46 CFR 95.15-60. The CO2 system E/R time delay was altered, see narrative.

SG01 Replace all plastic handles and plastic ball valves on y-gate fire hose stations with brass, bronze or equivalent metal.

CONDUCT PERMANENT REPAIRS TO THE PORT AND STBD CPP HUBS WHERE TEMPORARY OR EMERGENCY REPAIRS HAVE BEEN MADE IN THE PAST. REPAIRS TO THE CPP HUBS SHALL BE MADE IN ACCORDANCE WITH OEM SPECIFICATIONS TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR AND TECHNICAL REPRESENTATIVE. 46 CFR 91.45

CROP AND RENEW THE POOP DECK IN THE VICINITY OF BULKHEAD 108 WHERE TEMPORARY REPAIRS HAVE BEEN AUTHORIZED OR WHERE STEEL WAISTAGE LIMITS EXCEED MAXIMUM TOLERANCES AS DEFINED IN NVIC 7-68 TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR

PROVIDE A REPAIR PROPOSAL FOR THE WASTED AREAS OF STEEL IN THE VESSELS HOPPER SPACES IDENTIFIED IN THE GUAGING REPORT SUBMITTED TO THE USCG ON 16JUN2015 TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR PRIOR TO CONDUCTING DREDGING OPERATIONS. 46 CFR 91.45

CONDUCT REPAIRS TO THE UPPERDECK BETWEEN FRAMES 108 TO 125 IN ACCORDANCE WITH THE VESSELS REPAIR PROPOSAL THAT WAS SUBMITTED ON 4JUN15 TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR PRIOR TO CONDUCTING DREDGING OPERATIONS. 46 CFR 91.45

CONDUCT REPAIRS TO BULKHEAD 108 IN ACCORDANCE WITH THE VESSELS REPAIR PROPOSAL THAT WAS SUBMITTED ON 5JUN15 TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR PRIOR TO CONDUCTION DREDGING OPERATIONS. 46 CFR 91.45

CONDUCT PERMANENT REPAIRS TO THE PORT AND STBD CPP SYSTEMS ENSURING THAT THE SYSTEMS ARE FULLY FUNCTIONAL IN ACCORDANCE WITH OEM SPECIFICATIONS TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR PRIOR TO CONDUCTING DREDGING OPERATIONS. 46 CFR 91.45

REPAIR THE PORT AND STBD CPP HUB OIL LEAKS TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR PRIOR TO THE VESSEL FEFLOATING FROM DRY-DOCK.

Make the #6 stbd void immdeiately available for internal exam (pumped down completely and gas freed with marine chemist certificate) for the purpose of examining the reported fracture.

Actively monitor #6s void for signs of water intrusion during the vessel's next cycle. Provide report to the local CG office and the completion of the cycle.

Determine cause of reported water intrusion prior to leaving the San Francisco AOR.

Renew watertight door gasket for Weld Shop and adjust as necessary.

Make repairs or renew 90 degree exhaust duct for the #2 U-Void.

Make appropriate changes to the Fire Control Plan and submit to the local OCMI for review and approval.

Prep, prime, and paint fire main station riser in #10 Port Hopper Void.

Renew both stern tube bulkhead seals.

Make door to incinerator room self-closing.

Make necessary changes "in kind' to repair hydraulic leak on rescue boat davit.

Make necessary changes to the CO2 system to comply with the manufacture's instructions and 46 CFR 95.15 to the satisfaction of the attending CG marine inspector and no later than 01 JAN 2008.

Provide copies of new crane certification documents. 46 CFR 91.25-25(a) (3) & (b)

Make permanent repairs to plate fracture in hopper at slope sheet, #12 port void, frame 98 where temp. weld repair was completed.

Evaluate temp weld repair to plate fracture in hopper, frame 48 separating hopper from lower pump room.

Prove proper operation of the stbd SSDG to the satisfaction of the attending CG marine inspector. Until this requirement is corrected, the vessel's operation is limited to conducting dredging operations within the vicinity of the Columbia River and the designated area for disposal of spoils.

Conduct under water survey of both rudders, propellers and hull mid ship aft. Diver report to be submitted to attending Marine Inspector prior to departing port.

At STBD post packing gland forward there is excessive leaking. Remove RTV and make permanant repairs. Leaking noted only at fully loaded condition.

Provide copy of drug testing results to the attending marine inspector for 2 members of bridge crew.

Provide Safety Radiotelephony Certificate & FCC Station license.

Install blank where missing on 120V panel 01-152-2 on mess deck.

Fit all life boats and rescue boats with retro-reflective tape in accordance with 46 CFR 199.176 (IMO Res. A.658(16)). Retro-reflective tape needs to be fitted on the bottom of all life boats that are none self-righting. LEGACY COMPONENT DESC: Markings
