The Coast Guard recorded this vessel and the following in the same

All owner and operators of an existing towing vessel must have a valid COI prior to the specified phase in period. This vessel is one of the 25% of the vessels that has not obtained a valid COI by the specified phase in period of 22JULY2019. The vessel shall be made available for a CG COI inspeciton within 90 days. If an inspection is not completed prior to this date (20MAY20), the action for this deficiency shall be changed to a 60 (rectify deficiencies prior to movement) and the vessel may no longer be permitted to operate. 705c (rectify deficiency within 90 days)

Vessel’s bilges contain excessive amounts of oil. Oil leaks and residues also cover numerous electrical installations, machinery and surfaces creating significant fire hazards. Oil accumulations and residues are to be sufficiently cleaned to eliminate fire and pollution hazards. To be cleared by an attending CG Inspector prior to sail.

Resolution: Entire engine room was pressure washed. Excess oil was sufficiently cleaned from equipment and bilges. 6000 gallons of oil water was legally disposed of.

Vessel’s fire detection panel appears to be inoperable at this time. A properly functioning CG approved fire detection system must be installed and operable and IAW 142.330. As an alternative due to vessel’s age, a pre-existing engine room monitoring system may be used if it meets 142.330 (a) 2 thru 7, if one is already installed and properly functioning. To be cleared by an attending CG Inspector prior to sail.

Resolution: Fire detection panel displayed a current servicing tag from Gale Fire Protection, INC. CAPT was able to demonstrate 24 volt power back up.

Vessel’s fire extinguishing equipment does not appear to be functional at this time. Vessel is required at a minimum to have either an approved 160-B semi-portable fire-extinguishing system to protect the engine room; or an accepted fixed fire-extinguishing system installed to protect the engine room. Fire extinguishing equipment must also be inspected, tested, and maintained IAW 142.240. To be cleared by an attending CG Inspector prior to sail.

Vessel’s engine room was found to have numerous electrical hazards such as dead ended wires, open junction boxes, loose electrical connections and unprotected light fixtures.
