Vessel's starboard engine shut down while in transit from Fisher's Island NY to New London, CT. The battery to the ECU was cycled and the computer was reset resulting in the ability to re-start the starboard engine. Once started the Twin Disc electronic throttles would not operate (no throttle response). The vessel had no throttle in the forward or reverse positions. Vessel management is required to have Cummings and Twin Disc attend the vessel to complete a diagnostic check of the electronic systems and make permanent repairs to the throttle/engine interface. Upon determining the cause of the problem, the responsible manufacturer (Twin Disc or Cummings) shall provide a written causal analysis outlining the cause of the malfunction and the permanent solution/repair.
