Deck rails must be designed and constructed to withstand a point load of 200 pounds applied at any point in any direction and a uniform load of 50 lbs per foot applied to the top rail in any direction. The forward bow railings are loose and have an insufficient level of strength. Vessel rep must submit plan for restoring strength to railings. Passengers are not authorized on the forward deck until structural strength is restored to the forward bow railings.
