Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. MI observed the vessel had not had an inspection.

Each ship transporting more than six passengers for hire equipped with a radiotelephone station in accordance with Part III of Title III of the Communications Act must carry a radio operator who meets the following requirements. Operator did not have operator license.

Where rigid nonmetallic material (plastic) is permitted for use in piping systems by this section, the following restrictions apply:(1) Penetrations of required watertight decks and bulkheads by any rigid plastic pipe are prohibited unless the following requirements are met:(i) Each penetration must be accomplished using an acceptable metallic through deck or through bulkhead fitting that is welded or otherwise attached to the bulkhead or deck by an accepted method; and(ii) One or more metallic shutoff valves must be installed adjacent to the fitting. Mi observed multiple plastic pipes penetrating the hull. Request vessel to submit a repair proposal on attaching a valve closest to the hull while in drydock.

At each initial and subsequent inspection for certification, the owner shall be prepared to conduct tests and have vessel ready for inspection of its fire protection equipment. Portable fire extinguishers and fixed firefighting system have not received annual inspections required by 46CFR176.810. Ensure inspections and servicing is conducted prior to carrying passengers

Replace battery in ring life buoy.

FCC station license and FCC Safety Radio Telephony Certificate were not available for inspection. 47CFR80

Remove flammable liquids from engine room prior to carrying passengers.

Electrical equipment must be installed and maintained to protect crew from electrical hazards and prevent fires. Rewire fresh water pumps to remove dead-end wiring.

Each large battery must be located in a locker, room or enclosed box. Ensure cover is placed on battery box.

Fire pump outlet must be fitted with a pressure gauge. Gauge on fire pump is inoperable.

Replace outlet cover on exterior decks.

Repair small hole in vessel hull IVO water tank space.

Repairs or alterations to the hull, machinery, or equipment that affect the safety of the vessel must not be made without the approval of the cognizant [name withheld] repairs of a fractured deck stiffener in the aft-most compartment near the male passenger head sewage line, MI observed significant corrosion in the deck surrounding the sewage pipe, as well as on the stiffener where it meets this section of deck. Submit repair proposal to crop and renew. Repairs must be completed to the satisfaction of the CG prior to next credit drydock. 46 CFR 176.700(a)

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. Sluice valves are not permitted in watertight bulkheads. The bilge manifold piping system was inoperable when tested by the crew. The crew members were unable to drain water from each compartment on the vessel when operating the bilge pump. 46 CFR 182.500(a)

Provision must be made for closing all supply duct cowls or scoops and exhaust duct discharge openings for a space protected by a fixed gas extinguishing system. All closure devices must be readily available and mounted in the vicinity of the vent. The engine room is protected by a pre-engineered fire extinguishing system and the crew was unable to close the engine room supply ducts when operationally tested during the inspection due to a frozen/corroded hinge. 46 CFR 182.465(h)

Except as noted in paragraphs (d) and (e) below, each vessel must be equipped with a public address system. A vessel with more than one passenger deck and a vessel with overnight accommodations must have the public address system operable from the operating station. The public address system speaker on the main deck was removed from the vessel during a dry dock period and broadcasts on the public address could not be heard on the main deck under primary or emergency power. The public address announcement could not be heard from the operating station on the enclosed main deck using a bullhorn or by voice. 46 CFR 184.610(c)

A dual voltage generator installed on a vessel shall be of the grounded type, where: the neutral of a dual voltage system must be solidly connected at the switchboard's neutral bus; and the neutral bus shall be connected to ground. If a grounded distribution system is provided, there must be only one connection to ground, regardless of the number of power sources. This ground connection must be at the switchboard or at the common ground plate, which must be accessible. The neutral was not found connected to a neutral bus and directly connected to the ground bus with 3 grounding conductors attached. This is not a single connection to ground and provides a path for electricity to flow across the grounding conductors. 46 CFR 183.376(a)

The neutral of a dual voltage system must be accessible for checking the insulation resistance of the generator to ground before the generator is connected to the bus. Ground detection must be provided that: for an alternating current system, meets § 111.05-27 in subchapter J of this chapter. The dual voltage generator was installed without ground fault detection at the switchboard. 46 CFR 183.324

On a vessel on which the number of passengers permitted on upper decks is limited by stability criteria, as indicated by the vessel's stability letter, the maximum number of passengers allowed on an upper deck must be indicated by a durable marking of at least 25 millimeters (1 inch) numbers and letters at the entranceway to that deck. The max passenger occupancy for the 2nd passenger deck was not marked on either stairwell to transit to this deck. 46 CFR 185.602(g)

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit.” A first-aid kit must be easily visible and readily available to the crew. The CG approved first aid kit onboard was found expired. 46 CFR 184.710

At each initial and subsequent inspection for certification, the marine inspector may require that an abandon ship or man overboard drill be held under simulated emergency conditions specified by the inspector. Unable to conduct drills due to inclement weather. 46 CFR 176.808(g)

A vessel on lakes, bays, and sounds, and rivers route must carry three hand red flares in accordance with 160.021 and three hand orange smoke distress signals approved in accordance with 160.037 or other standard specified by the Commandant. All distress signals onboard were expired. Owner/operator replaced with 8 valid hand red flares distress signals. 46 CFR 180.68 (b)(1)-(2)

Materials used in piping systems must meet the requirements of this subpart and be otherwise acceptable to the cognizant [name withheld] pump hoses on both engines found to be chafing against engine mounts. 46 CFR 182.700

Unless otherwise stated in this section, life jackets must be stored in convenient places distributed throughout accommodation spaces. Life jackets found in space beneath main deck. Owner/operator placed life jackets in readily accessible locations while MI onboard. 46 CFR 180.78(a)

A vessel must comply with the applicable requirements for any radio and EPIRB installations, including the requirements for a station licensee and installation certificates to be issued by the FCC. MI found no crew member to hold valid Marine Radio Operator Permit. 46 CFR 184.502

The minium capcity of the fire pump must be 50GPM at a pressure of not less than 60PSI at the pump outlet. Pump did not meet above standard. prove proper operation of fire/bilge pump prior to operation with passengers. 46CFR181.300

All vessels must have navigation lights that are in compliance with the Navigation Rules. Prove operation of mast head and stern lights prior to operation from sunset to sunrise. 46CFR183.420

Show proof of updated COD (change of ownership and vessel name)

Remove 5 gallon (hydraulic oil) plastic containers, from port side void.

Properly stow child size life-jackets, seperate from adult size life-jackets IAW 46 CFR 180.78.

Properly label max passengers allowed on the upper deck IAW 46 CFR 185.604.

Boom/boom cable attachment(thimble)located on house, centerline,forward bulkhead is in need of repair.

Ring bouy, top deck, port side forward, has an incorrectly attached floating light. Light must be attahced to a lanyard, not less than three nor more than six feet securing the waterlight around the body of ring life buoy.

Stern ring life buoy is not stowed in a way that allows it to be rapidly cast loose. Store in a bracket or similiar arrangement.
