Whenever a defect is discovered which affects the safety of the ship or the efficiency or completeness of its equipment, the master or owner of the ship shall report at the earliest opportunity to the Administration, the nominated surveyor or recognized organization responsible for issuing the relevant certificate, who shall cause investigations to be initiated to determine whether a survey, as required by regulations is necessary. Numerous potential ignition sources within the hazardous areas: cargo pump rooms. Deck indicate multiple areas with exposed wiring, improper splices and modified electrical housings. An AFFF drop line was found to be wasted/fractured at the connection point to the main foam distribution line IVO the No.3 CT Winch at Frame 34 on the tank deck. The damaged foam line will need to be cropped and renewed to the satisfaction of the attending ABS surveyor. Vessel is restricted from carrying cargo until the foam system has been permanently repaired.

With the two pumps running simultaneously delivering through the nozzles specified in paragraph (g) of the Regulation the quantity of water specified in sub-paragraph (I) of this paragraph through adjacent hydrants, the following minimum pressures shall be maintained at all hydrants: 40 psi. A vessel owner or operator required by § 155.1035 to have a response plan shall conduct exercise as necessary to ensure that the plan will function in an emergency. Vessels enrolled in the Alternate Compliance Program (ACP) in accordance with 46 CFR 8.440 are required to comply with an authorized classification society's rules. Vessel shall notify ABS in any case which involves damage, failure, deterioration or repair to hull, machinery or equipment, which affects or may affect classification to the satisfaction of the RO.
