Vessels described by 46 CFR 175.110(c) must have an interconnected fire detection system in compliance with § 181.450 installed in all enclosed areas where passengers and crew have routine access, including accommodation spaces and machinery spaces. Vessel does not have an interconnected fire detection system onboard. Vessel is restricted to a limited coastwise route until detection system is installed and tested to satisfaction of MI. 46 CFR 181.405(c)

The lifeline and pendants must be as furnished by the manufacturer with the approved life float or buoyant apparatus. Replacement lifelines and pendants must meet the requirements in Subpart 160.010 of this chapter. Lifeline and inner basket bights on four of five life floats are deteriorated and/or severed. Repair or replace life floats to satisfaction of MI. 46 CFR 180.175 (f)(1)

The minimum capacity of the power fire pump shall be at a pressure of not less than 60 pounds per square inch at the pump outlet. The pump outlet shall be fitted with a pressure gage. Fire pump pressure gauge found inoperable during testing. Repair/replace gauge. 46 CFR 181.10-1(c)

Every vessel subject to Part III of Title III of the Communications Act must have a detailed inspection of the radio installation by an FCC-licensed technician in accordance with § 80.59 once every five years. Vessel’s Safety Radiotelephony certificate was found expired. Renew certificate to satisfaction of MI. 47 CFR 80.903

Where life preservers are stowed so that they are not readily visible to passengers, the containers in which they are stowed shall be marked “life preservers” and with the number contained therein, in at least 1-inch letters and figures. Life preserver stowage inside the accommodation space is not marked with the number of life preservers contained. Install appropriate markings to satisfaction of MI. 46 CFR 180.25-15(b)

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessel carries two types of lifejackets onboard and do not currently have donning instructions for each type. Post new instructions to satisfaction of MI. 46 CFR 185.516 (a)

All electrical installations shall be to the satisfaction of the Officer in Charge, Marine Inspection. Electric fan in steering gear/lazarette was found with corroded housing and becoming detached from duct due to continued pressure from entry/egress ladder. Repair/replace fan to satisfaction of MI. 46 CFR 183.01-15 (a)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: (1) Charts of large enough scale to make safe navigation possible. Vessel is currently utilizing Garmin Chart Plotter that does not meet NVIC 01-16 Change 3 equivalency requirements for electronic charting systems and does not have paper charts onboard. Place up-to-date charts onboard for planned operating areas to satisfaction of MI. 46 CFR 184.420

All electrical installations shall be to the satisfaction of the Officer in Charge, Marine Inspection. Grounding wire in steering gear/lazarette space on starboard side was found detached. Reattach to satisfaction of MI. 46 CFR 183.01-15 (a), 50c

Wood deck in galley cabinet above port generator had significant wood rot and angel hair present in frames above generator. Verify repairs completed iaw submitted/discussed plans from drydock.

Upper deck hand rails had moderate play on port and starboard aft railings. Secure railing mounts prior to carrying passengers on the upper deck.

Natural ventilation vent into port side of lazarette had protective screen half missing. Replace screen.

Rag found in vertical PVC pipe in lazarette. Remove rag and cap off PVC pipe.

MI discovered 15' of deck rail on the port side upper deck unstable. Multiple screws and brackets lifted allowing significant play in the railing when pressure applied. Require repairs to deck rails prior to carriage of passengers on upper deck.

Missing signage for max psgrs allowed on upper deck at aft ladder. Vsl restricted from allowing psgrs access to upper deck until signage is posted.

A BATTERY CHARGER INTENDED FOR CONNECTION TO A COMMERCIAL SUPPLY VOLTAGE SHALL EMPLOY A TRANSFORMER OF THE ISOLATING TYPE. AN AMMETER THAT IS READILY VISIBLE SHALL BE INCLUDED IN THE BATTERY CHARGER CIRCUIT. OBSERVED INOPERABLE/MISSING BATTERY CHARGER AMMETER ON THE AFT BULKHEAD ON THE PORT SIDE OF THE ENGINE ROOM (BEHIND THE PORT GENERATOR). REQUIRE REPAIR/REPLACE OF THE AMMETER TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR. 46 CFR 183.05-20(f) 50C

THE BRIDGE-TO-BRIDGE ACT AND THE REGULATIONS OF THIS PART APPLY TO EVERY POWER-DRIVEN VESSEL OF 20 METERS OR OVER IN LENGTH WHILE NAVIGATING. OBSERVED INVALID FCC BRIDGE-TO-BRIDGE CERTIFICATE ON BOARD VESSEL. VESSEL IS REQUIRED TO UPDATE AND PROVIDE VALID CERTIFICATE TO THE ATTENDING MARINE INSPECTOR. 47 CFR 80.1001(a) 50C

Nonmetallic material is permitted for use in piping systems with certain restrictions... Penetrations through watertight bulkheads must be accomplished using an acceptable metallic fitting and an acceptable metallic shutoff valve is installed adjacent to the through deck or through bulkhead fitting that is operable from above the bulkhead deck. Alternatively, two valves can be installed, one on each side of the bulkhead, that do not need to be operable from above the bulkhead deck as long as immediate access to both valves is possible. Install suitable valve arrangement for the nonmetallic sewage piping that leads from both heads and penetrates the watertight bulkhead between the engine room and lazarette compartments, or install all metallic piping for the system. - 46CFR "Old T" 182.40-1(a)

Remove dead end piping that extends from engine room to the lazarette through the watertight bulkhead and seal penetration. - 46CFR171.114

Seal penetration of control cable that penetrates the watertight bulkhead between the lazarette and engine room on port side. - 46CFR171.114

Label all the lifefloat paddles with the vessels name. Some paddles were unmarked or worn and require new labels. 46 CFR 185.604(g)

The lifefloat light needs to be properly connected around the body of the lifefloat. 46 CFR 180.175(f) (4)

Properly connect the lifefloats to the painter line. 46 CFR 180.137c)

Affix new retro-reflective tape on 08 adult life jackets. 46 CFR 108. 71 (c)

Install a 3'-6' line to the waterlight attached to the life ring. The line installed was observed less than 3'. 46 CFR 180.70(d) (2)

Install new fuel vent screens on fuel tank vents. 46 CFR 182.20-35(d)

Repair or renew shore power cable connections. 46 CFR 183.10-20(a)

Remove and cap or prove operation of 02 overboard valves that were found inoperable. 46 CFR 171.119(b-c)

Properly terminate or remove the unused 120v and 220v cabling under the cook top and near the battery charger. The termination should be within an electrical enclosure. 46 CFR 183,340

The vessel was missing 01 day flare and is required to carry 12 flares total. Procure an additional flare. 46 CFR 180.68(a)

Access to the upper deck shall be labeled with the maximum allowed passengers per the stability letter. 46 CFR 185.602(g)

The fire pump gauge was found inoperable and a leak was discovered on the flex hose above the pump. The gauge and flex hose shall be replaced and proven to operate and not leak. 46 CFR 181.10-l(c)

Wire nut connections where found around the vessel including connections under the control station and connecting the bilge alarm float wires. The connections shall meet the connection requirements per the regs which would include use of a compression type fitting. 46 CFR 183.05-50(b) (2)

The high bilge light indicator was found inoperable. Prove operation of the visual indicator for the high bilge alarm for the tank space.

The hydrostatic release for the EPRIP has a service life of 2 yrs once installed. It is the vessels operator's responsibility to mark the hydrostatic release appropriately during the time of the install. USCG noted on 12FEB19 that the year was unmarked and informed the operator that the year was required to be marked to show a 2 year service period. The operator marked the same hydrostatic release for FEB 2022 which exceeds the 2 year allowance for service. The hydrostatic release shall be proven to be marked appropriately from the date installed or purchased. Alternatively the hydrostatic release shall be replaced. 46 CFR 185.740(b)

MIs found that the emergency lighting in the lower accommodation space/bunkroom does not automatically actuate upon failure of the main lighting system. Provide adequate emergency lighting that automatically actuates upon failure of the main lighting system that lights the line of escape. 705 prior to carriage of overnight passengers. 46 CFR 184.30-5 (a)

Freezers in bunk room are blocking aisles required as part of a means of escape. Remove freezers from bunk room. 46 CFR 177.30-7

Emergency escape markings are illegible. Re-mark emergency escape "EMERGENCY EXIT, KEEP CLEAR" in clearly legible letters at least 2 inches high. 46 CFR 185.606

MIs found significant rust and corrosion around the bottom of the high pressure CO2 cylinders. Replace CO2 cylinders or provide a written report from a certified fire protection professional attesting to their suitability for continued service and a plan to mitigate further corrosion. 46 CFR 176.810 (b)(2)

Fire hoses are not attached to fire hydrant at all times. Attach fire hoses to fire hydrants. 46 CFR 181.15-10 (g)

Fire hydrants do not have spanner wrenches. Provide a spanner wrench for each hose station on the vessel. 46 CFR 181.310 (d)

Single side band radio would not power up. Prove proper operation. Restricted to 20 miles.

Bilge alarm for bunk space was not audible and tank space did not have light illuminated.

Light in forward part of main deck accomodation does not have a guard. Replace guard.

Dead end wire in engine room in vicinity of CO2 siren. Terminate in electrical enclosure or remove.

Vsl is broadcasting: : Invalid Call Sign, no static draft information, no dimension information (AIS Antenna Position ABCD values equals 0), and not broadcasting an AIS Ship Type.

Child size life jackets must be stowed in a location that is appropriately marked and seperated from adult life jackts.

High level indicator light at operation station is not operational for bunk space

Portside auxiliary engine return and supply lines are cracked and wasted.

Replace all childrens' life jackets. Children passengers limited to 10 until replaced.

Install screw down valve on bilge line piercing collsion bulkhead.
