Cargo, cargo units and cargo transport units shall be so packed and secured within the unit as to prevent throughout the voyage, damage or hazard to the ship and the persons onboard. PSCO observed container carrying generator considered as cargo and used during cargo operations. Generator breaker panel is not covered, lube oil sump is empty, radiator is covered in oil dust, and evidence of oil leaks are present. Correct prior to operating generator. 74SOLAS(20) IV/5.2
