After any survey of the ship under article 14 has been completed, no change shall be made to the structure without the sanction of the administration. PSCO observed a 3m x 3m area on the vsls stbd side at cargo deck #2 frame 133-134 that was severely indented. it appeared to be as much as 4 inches and warped the frame as seen from the interior. Vessel failed to provide class documentation.
