PSCO FOUND THAT THE WINCH ASSOCIATED WITH THE STARBOARD SIDE LIFE-BOAT MAY LACK THE OPERATIONAL CPACITY TO SUCCESSFULLY MEET LUANCH AND RECOVERY TIME REQUIRMENTS. ADDITIONALLY, A CONFLICT EXIST BETWEEN THE VESSEL'S FIREPLAN AND THE VESSEL'S BOAT DAVIT TECHNICAL MANUAL (DATED JUNE 20, 1987, PG. 8-12) IN REGARDS TO THE PORT OR STARBOARD SIDE LIFE-BOAT IS INTENDED TO SERVE AS THE DESIGNATED RESCUE-BOAT.
