Each operation described in paragraph 2 of this regulation shall be fully recorded without delay in the Oil Record Book Part 1, so that all entries in the book appropriate to that operation are completed. PSCOs observed multiple factual inaccuracies in ORB Part 1 entries. For example, last weekly soundings in ORB, conducted on 07MAY2019, list the tank volumes as follows: fuel oil sludge tank 6.1 cubic meters, separator sludge tank 9.0 cubic meters, incinerator waste oil tank 0.0 cubic meters, and bilge holding tank 6.1 cubic meters. During tour of engine room on 07MAY2019, PSCO noted that incinerator waste oil tank was approximately 1/3 full. C/E subsequently transferred this sludge to fuel oil sludge tank and PSCOs observed the following soundings on 07MAY2019: fuel oil sludge tank 7.53 cubic meters, separator sludge tank 8.32 cubic meters, and bilge holding tank 7.13 cubic meters. Additionally, the engine logbook shows the OWS as operated on 17MAR2019 from 0814 to 1035. There is no entry in the ORB for the OWS being operated that day. MARPOL I/17.4 50bc

Any ship of 10,000 gross tonnage and above shall be fitted with oil filtering equipment complying with paragraph 7 of this regulation [14.2]. Oil filtering equipment shall be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of the effluent exceeds 15 ppm. In considering the design of such equipment and approvals, the Administration shall have regard to the specification recommended by the Organization [MEPC.60(33)]. Section 6.1.1 states that recirculating facilities should be provided to enable the oil filtering equipment to be tested with the overboard discharge closed at initial and periodic surveys. The showers and eye wash shall be operable in all ambient conditions. PSCO found water line connecting eye wash/shower fractured, rendering it inoperable. Vessel is restricted from chemical cargo operations until deficiency is resolved.
