This allowed for 02 feet of water to accumulate in all 04 bilge spaces. Replace gasketing and create procedures to monitor any water intrusion and accumulation. At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards and other hazardous situations must be corrected. When inspector asked crew to de-water forward bilge spaces using installed bilge system, crew did not know how to isolate spaces in order to prevent any oily water build up in engine space from also being discharged overboard at the same time. In addition, water buildup in forward voids and oily water buidlup in engine spaces is not monitored or corrected. Conduct and log training of bilge system operations and ensure internal procedures are in place to identify and correct water intrusion in all voids and excessive oil build up in engine spaces.
