Electrical connections must be suitably installed to prevent them from coming loose through vibration or accidental contact and electrical components that pose an electrical hazard must be in an enclosure. There are multiple connections made with wire nuts not in enclosed boxes below the helm and in the space below the pilothouse. Make proper connections with Butt connectors or similar crimp and ensure connections are enclosed. The wires under the helm also need to be properly supported out of the way of the electrical panel.

Towing vessels of 65 feet or less in length must carry at least the minimum number of portable fire extinguishers set forth in table 142.230(a). Portable fire extinguisher installed on the upper level of engine room was found to have a shattered gauge that did not indicate the state of charge for the extinguisher. Replace this extinguisher with an extinguisher that is functional and inspected as required by regulation.

A towing vessel must be maintained and operated so the watertight integrity and stability of the vessel are not compromised. Several of the vessel’s voids were found to have excessive water in space. Starboard aft void was missing a required gasket. Several of the voids were unable to be accessed. Install gasket on starboard aft void. Ensure all void hatches can be opened so voids can be examined. Remove all water from voids. Replace or install any missing or damaged gaskets.
