0936 - Steering Gear - The steering gear shall be capable of putting the rudder over from 35 to 30 degrees in not more than 28 seconds. PSCO observed rudder shuddered with both pumps running. Unable to conduct swing test with both pumps due to excessive vibration. Swing test with single pump took 35 seconds. - SOLAS 74 am II-1/29
