PSCO observed fire control plan to be in poor condition.

Resolved 24 April 2025
Resolution: At the request of owner, occasional survey for verification and rectification of deficiency was carried out in accordance with the deficiencies which had been pointed out by USCG at Dutch Harbor, AK, USA on 26 Feb 2025. Defs were cleared by NKK.

74SOLAS(97)II-2/12.1.1 Any required automatic sprinkler, fire detection and fire alarm system shall be capable of immediate operation at all times and no action by the crew shall be necessary to set it in operation. PSCO observed smoke detector not working above the fuel purifier when tested. Crew changed out detector and was tested satisfactorily.

The Machinery shall be of a a design and constroction adequate for the service for which they are intended and shall be so installed and protected as to reduce to minimum any damage to persoon on board. Emergency fire pump did not have protection over the drive belt.Guarding must be added to limit risk to operator.

When the emergency fire pump is delivering the quantity of water required by paragraph 3.3.2.1 (not less than 25m^3/h), the pressure at any hydrant shall not be less than the minimum pressure given in paragraph 4.2 (with the following minimum pressure of 0.25N/mm^2; cargo ships 1000 gross tonnage and upwards but under 6000 gross tonnage); emergency fire pump onboard provided approximately 0.138 N/mm^2 which does not meet the minimum standard. Current draft conditions of vessel at time of exam: 4.4m forward, 4.8m aft.
