The cognizant OCMI may require that a vessel and its equipment undergo any additional test or inspection deemed reasonable and necessary to determine that a vessel and its equipment are suitable for the service in which they are employed. It was reported that the ATLANTIS IX's trim cable wire rope inadvertently disconnected from one of the trim system fittings preventing the vessel's trim solid weight tray from operating as designed. The condition of the trim cable assembly, trim solid weigh tray, and other vessel systems must be inspected by USCG Marine Inspectors while the vessel is in drydock. The vessel is restricted from carrying passengers until the vessel is drydocked, the vessel's systems are inspected, and the test dive requirement detailed in CG-835V requirement 1 issued on 19 June 2025 is completed to the satisfaction of the attending USCG Marine Inspector.

Vessel control systems and other miscellaneous systems and equipment required by this part must be suitable for the purposes intended. While conducting operations with passengers for hire, vessel's trim system was not operating as designed. Vessel is restricated from carrying passengers for hire until proper operation of vessel is witness by ABS and Coast Guard Marine Inspector.

Vessel shall complete a test dive to the satisfaction of the attending marine inspector prior to carriage of passengers. 46 CFR 176.840

The Commandant may approve any arrangements, fitting, appliance, apparatus, equipment, calculation, information, or test, which provides a level of safety equivalent to that established by specific provisions of this subchapter. USCG NVIC 5-93 requires a passenger carrying submarine to maintain a USCG OCMI approved operations manual addressing submerging and surfacing procedures and other procedural items required for normal operation of the vessel. The ATLANTIS IX's current operations manual does not provide sufficient detail regarding the vessel's ballast water system operating requirements during submerging and surfacing operations. Submit an updated operations manual which includes the ballast water system operating requirements to the Sector Honolulu OCMI for review.

At each inspection the operation of all watertight closures in the hull shall be inspected. Plug #2 on the amidships penetrator presented a sea water leak while at depth. Make watertight.

All vessels must have navigation lights that are in compliance with the applicable sections of the International and Inland Navigation Rules. Port running light inoperable.

A vessel is inspected for compliance with the standards required by this subchapter. If the company removes smoke hoods from another vessel then the passenger count for that vessel is reduced as per this 835 until smoke hoods are available to all passengers permitted by the COI.
