PSCO's discovered the insulation on the refrigerated cooling unit was frozen in ice and covered in mold. PSCO's experienced a rot odor immediately after entering the store room. This pipe was directly over the dry stores. SOLAS 14 Ch. IX/5 17 C

Resolution: On 10DEC2017 PSCOs returned to the vessel and found the reefer system in proper working order. Additionally, the vessel removed all the moldy insulation and ordered new. PSCOs cleared the outstanding deficiency.

The vessel was coming from another U.S. port and was required to submit at least 24 hours in advance. The vessel arrived to the port of Baltimore on 22NOV16 at 1105. This does not meet the 24 hours requirements IAW 33CFR160.212(a)(4)(ii).
