All other vessels must undergo an inspection for certification as specified in § 176.404 and annual inspection as specified in paragraph (b)(1) of this section.(1) Annual inspection. Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. Vessel was unable to conduct annual inspection within the 3 month window. Vessel will need to conduct a satisfactory inspection prior to carriage of passengers. 46 CFR 176.500(b)(1)

A vessel must be provided with a bilge pump in accordance with table 182.520(a). Vessels bilge pump in E/R bilge area was not UL rated and not rated for atleast 1500GPH. Vessel shall replace and mount new appropriate bilge pump. 46 CFR 182.520(a)

A flexible hose may be used for discharge line of submersible electrical pump provided the hose is of good quality and suitable for intended use. Vessels shall replace hose with adequate SAE rated hose. 46 CFR 182.520(f)

At each inspection, all rigging shall be subject to inspection. Vessel shall make jib sail available for inspection. 46 CFR 176.802

Portable fire extinguishers installation and locations must be to the satisfaction of the OCMI. 02 fire extinguishers were not properly mounted. 46 CFR 181.520

Gauges to indicate RPM, J/W Temp, and L/O pressure must be provided. 01 gauge at helm was not properly installed and unable to be read. 46 CFR 182.410(b)

Each MSD device must be free of defects that would allow toxic substances to escape to the interior of the vessel. Sewage hose is worn and needs replaced. 33 CFR 159.95(a)(1)

Marine employers shall establish programs for the chemical testing of crewmembers. Vessel has no DAPI paperwork on board. Vessel shall provide all required DAPI information. 46 CFR 16.230(a)

The design, materials, and construction of masts, posts, yards, booms, bowsprits, and standing rigging on a sailing vessel must be suitable for intended service. The hull structure must be adequately reinforced to ensure sufficient strength. The area house where the mast partners to the superstructure is cracked. Vessel shall repair area during next mast unstepping. Vessel shall get underway with an attending USCG Marine Inspector during COI inspection to evaluate the the potential flexing and severity of the crack. Mast unstepping requirement timeline will be based on findings.

Owner must have vessel ready for inspection of its fire protective equipment. All portable fire ext. were either not inspected or ooc.

Each ring life buoy must be approved IAW 160.050 or other standard approved by commandant. Ring buoy did not have retro-reflective tape or name of vessel.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall have the following ready for inspection: all spars, standing rigging, running rigging, blocks, fittings, and sail. The headstay was removed from the vessel for replacement. The new headstay was not installed or inspected. The new headstay must be installed to the satisfaction of the Marine Inspector prior to the carriage of passengers. 46 CFR 176.802

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall have the following ready for inspection: all spars, standing rigging, running rigging, blocks, fittings, and sail. Vessel does not have a preventative maintenance plan for installed sail rigging as outlined in NVIC 02-16. Create preventative maintenance plan and inspection log using NVIC 02-16 as guidance. Provide proof of plan to the satisfaction of the Marine Inspector. 46CFR176.802 ; NVIC 02-16

A number of child life jackets equal to at least 10% of the number of persons permitted on board must be provided. Two child life jackets were removed from service. Vessel is restricted to 4 children onboard. Procure 2 child lifejackets and provide proof to the satisfaction of the Marine Inspector. 46CFR180.71(b)

Complete third party rigging survey by approved sail rigger. Provide report attesting to rig tune and causes/corrective action for cracked mast partner. Survey to include rig aloft. 46CFR176.840

Vessel did not have a training log or lifesaving maintenance log on board.
